I’m looking into the hobby plan and it says 1 custom domain allowed. Does that include subdomains? I’ve got multiple apps, but they all will use the same domain, just a different subdomain.
Also, what’s considered “light traffic” exactly?
Based on my experience, I did run into this issue too. Earlier, there were no domain limits. But later on, this limit was added which caused my other apps (like help center etc.) to go down.
But I tried again after a few months and somehow I was able to add subdomains again. Not sure if they added this ability or it was a glitch on my account that allowed me.

Yes, subdomains do count toward the single custom domain allowed on the Hobby plan. You can add a custom domain to one Deployment Environment only.
There isn’t a specific numeric limit for “light traffic,” but it generally means that CPU and RAM usage should be low.
