Is there some trick to this? All I seem able to grab and move are the panel’s contents, not the panel as a whole.
Try increasing the spacing above and below components until you have gaps between and then drag using the spaces between components.
Alternatively, use the dropdown in the Properties section to select the linear panel and then slowly move your mouse around the object until the cursor changes to the move arrow.
I don’t think linear panels support any spacing between their external edge and the edges of the components inside, so either way you’re probably going to have to use the spaces between elements.

Thanks for pointing this out, I agree that it’s a pain. I’ve raised a ticket in our issue tracker.
