Usually yes in my anecdotal experience. You may have to Ctrl-F5 after getting confirmation that the transaction went through, or log out and back in again.
What you need to be able to change is the environment from “Basic Python 3” to “Full Python 3” to take advantage of the different resources. It can take up to about a minute, but shouldn’t be longer than a few if I recall correctly.
