I don’t think Anvil can natively interact with the web cam; however, you can embed other apps inside of Anvil so perhpas that is an area you can explore.
A while back one of the devs showed an example of a video chat, and while I know that is not exactly what you are looking for, it does demonstrate interaction with the web cam indirectly.
Perhaps you could find a solution somewhere along those lines in general.
