Can't get one card to float over another, z-index won't work

How can I force an element to keep it's shape with different screen sizes

I have an image in a circle that changes to an oval at different screen sizes: [GIF 1-12-2023 1-13-21 PM] For whatever reason, when I load the program it changes my circle to an oval. Any screen size laptop or larger it’s an oval, Smaller than a laptop it’s a circle, then at smaller phone sizes it’s back to an oval: I’m using css to set the boarders to 50%.
