Can you create a web app for mobile devices in anvil (not native app and not a pwa), and make the design of it here easily?

To answer your question, yes you can easily do it. All Anvil components are responsive so they will adjust for both desktop and mobile devices by default. You may not even have to give extra attention to any particular device.

And as @campopianoa points out, there are lots of tricks and tips discussed on the forum for making your web app more mobile-friendly.
